The first rule is incorrectly written. The first rule is "Everyone is playing the game, whether they know it or not." However, since they included Rule six "The goal of the game is to have everyone on Earth playing", the goal has been met, and the game is therefore over.

It doesn't say you can't quit, but it does say "You are always playing it.". So you can't quit.
